A lecture on “China’s Military Diplomacy” dedicated to the 98th anniversary of the founding of the Chinese People’s Liberation Army (PLA) was delivered by Rafiq Abbasov, director of the Confucius Institute at Azerbaijan University of Languages and a military translator in Chinese.

It was noted that Abbasov spoke about the history of China’s military-philosophical thought and the role of military doctrine in the formation of Chinese civilization. He particularly emphasized the military-political priorities of modernizing the Chinese army and military-industrial complex, as well as the strategic tasks facing the Chinese Armed Forces in the current phase.
Abbasov also discussed key points from China’s White Paper on military policy titled “China’s National Defense in the New Era”, including policies on ensuring regional and international security and the PLA’s contributions to building a community with a shared future for mankind.
He pointed out that the modernization of China’s military diplomacy is based on the “Chinese Dream” concept, focusing on expanding international military relations and cooperation with major powers, neighboring, and developing countries. The PLA actively contributes to global peace and development by participating in UN peacekeeping operations, joint counterterrorism and maritime exercises, international military sports competitions, disaster and epidemic response efforts, and organizing military science forums. Abbasov also recalled that President Xi Jinping has emphasized the importance of developing the PLA’s modern information support forces, enhancing the combat capabilities of strategic deterrent forces, and adopting advanced military-technical systems.
Abbasov spoke about the history of Azerbaijan-China military-political and military-technical cooperation, highlighting Azerbaijan’s geostrategic role in the revival of the Silk Road and the importance of securing Eurasian transport corridors.
He also mentioned that during President Ilham Aliyev’s state visit to China, the Joint Declaration on Establishing a Comprehensive Strategic Partnership between the Republic of Azerbaijan and the People’s Republic of China was signed, in which both countries pledged mutual support for each other’s fundamental interests, sovereignty, security, and territorial integrity. The declaration also emphasized the importance of cooperation in humanitarian demining.
At the conclusion of the lecture, a documentary film titled “Towards Greater Heights: Achievements of the PLA”, covering the large-scale transformation of China’s Armed Forces, was screened.
