By the Decree No. 248 of the President of the Republic of Azerbaijan, Ilham Aliyev, dated August 12, 2024, amendments have been made to the “State Program for the Education of Azerbaijani Youth in Prestigious Foreign Higher Education Institutions for 2022–2026.”
According to Tehsil365, citing the Ministry of Science and Education, the duration of the Program has been extended until 2028, and the annual admission quota has been set at 500 students.
Based on the new regulations, starting from 2025, no more than 25% of the allocated quota will be designated for undergraduate studies, and no more than 20% for doctoral studies.
For the 2024–2025 academic year, a total of 500 students have been awarded scholarships under the Program—125 for the bachelor's level and 375 for the master's level.
To date, a total of 1,252 Azerbaijani students have gained the right to study at 151 higher education institutions across 21 countries through the State Program. Of these, 186 students have already completed their education, graduating from 64 prestigious universities in 14 countries.
It should be noted that the State Program aims to develop Azerbaijan’s human capital and train highly competitive professionals.
