A major reform in India’s foreign payment policy for students

India Emerges as a Global Hub for Cross-Border Payments: Major Reform Eases Financial Burden on Students

India has become one of the leading global centers for cross-border payments. According to estimates by the Reserve Bank of India (RBI), inbound remittances have reached a volume of $129 billion. At the same time, World Bank data shows that outward remittances amount to nearly $30 billion. A significant portion of these outflows comes from Indian students pursuing higher education abroad.

As reported by Tehsil365, citing Education Times, the system has seen notable changes in recent years. One of the key components is the Tax Collected at Source (TCS) system. Although designed to enhance financial transparency, TCS has often been misunderstood by students and their families, leading to financial difficulties, delays, and added stress.

However, India's 2025 Union Budget has introduced significant reforms to the TCS rules concerning education-related payments. One of the major updates is that payments made through officially sanctioned education loans under Section 80E are now entirely exempt from TCS. This means thousands of students will have greater access to liquid funds.

Additionally, the threshold for TCS-exempt transfers has been raised from ₹7 lakh to ₹10 lakh. This change reduces the tax burden and paperwork for families.

According to the new rules:

Transfers up to ₹10 lakh from personal funds are exempt from TCS.

Payments made through verified education loans under Section 80E are fully exempt from TCS, regardless of the amount.

TCS is no longer an extra tax but can be credited against the taxpayer’s overall tax liability.

These changes come at a time when student families are already facing challenges due to stricter visa rules, rising global tuition fees, and a weakening rupee. Experts believe that India is not only the largest recipient of remittances but is also evolving into a major global exporter of skilled human resources, education fees, and capital.

By easing financial barriers for students and their families, these reforms are expected to strengthen India’s role in the global education ecosystem.
